General Information
For the construction, demolition, extension, alteration/conversion, repair, or change of use of a building in the Republic of Cyprus, after obtaining a town planning permit, a building permit must be obtained from the District Local Government Organisation (competent authority) of the district in which the proposed building is located, as per the provisions under the Streets and Buildings Regulation Law.
The application procedure
The application for a building permit is submitted electronically to the relevant District Local Government Organization through the “IPPODAMOS” information system. The application is submitted by the owner of the property through the project designer, authorized (by the owner).
The required supporting documents vary depending on the type and size of the proposed development. When submitting the application electronically to the “IPPODAMOS” information system, the mandatory documents that must be submitted are displayed, as well as any additional documents required depending on the proposed development.
Below is an indicative list of supporting documents (mandatory and non-mandatory) that may be required when submitting an application to the competent authority, depending on the case:

– Separation Plans/Diagrams
– Property Plan
– External Demarcation Certificate
– Photographic Record
– Rights Calculator
– Project Study and Supervision Assignment and Undertaking Documents
– Project designers’ sworn statements
– ETEK certificate for professional liability insurance
– Certificate of Payment to the Designer
– Signature Form
– Consent of the Mortgage Lender/Financial Institution
– Company Registration Certificate and recent Certificate of Directors
– Power of Attorney
– Consultations
– Water Supply Rights Payment Certificate
– Accessibility Statement and Plan for Persons with Disabilities
– Energy Service Letter for RES Installation
It should be noted that the competent authority may request additional documents or information, beyond those required by the “IPPODAMOS” system, if deemed necessary for the proper evaluation of the application.
Consultations with other Departments and Services (e.g., Department of Environment, Water Development Department, Labor Inspection Department) are carried out, depending on the type of application, either by the competent authority when examining the application through the “IPPODAMOS” information system , or in advance by the project designer and submitted electronically to the competent authority when the application is submitted.
