Providing Electrical Services - Practising the Profession
General Information
In order to practise the profession of an Electrical Engineer, a Senior Electrical Technician Engineer, an Electrical Installations Contractor, an Electrical Equipment and Appliances Maintainer, or a Wireman in the Republic of Cyprus, one needs to register at the Registry of the Department of Electrical and Mechanical Services (EMS) and obtain a Certificate of Competency by the EMS, according to the provisions of the Electricity Law and Regulations.
Application Submission
Who is Eligible
Physical persons are eligible to obtain a licence to practice the profession of an Electrical Engineer, a Senior Electrical Technician Engineer, an Electrical Installations Contractor, an Electrical Equipment and Appliances Maintainer, or a Wireman if EMS is satisfied that they:
- have the appropriate educational background according to the specific field (see “Academic knowledge and Experience required per field”);
- have the appropriate experience according to the electrical field applied for (see “Academic knowledge and Experience required per field”);
- are a registered member of the Cyprus Scientific & Technical Chamber in the field of Electrical Engineering (applicable only in the case of Electrical Engineers);
- have succeeded in the examinations provided by the EMS (applicable only in the case of Electrical Installations Contractors and Electrical Equipment and Appliances Maintainers);
- are at least twenty one or nineteen or eighteen years old in the case of Electrical Installations Contractors or Electrical Equipment and Appliances Maintainers or Wiremen respectively;
- have good knowledge of the Greek language.
Where to Apply
Initially, the application for the issuance of the Certificate of Competency for an Electrical Engineer, a Senior Electrical Technician Engineer, an Electrical Installations Contractor, an Electrical Equipment and Appliances Maintainer, or a Wireman can be submitted either through the PSC Cyprus or directly to the Competent Authority:

Which Certificates must be Submitted
The application for the issuance of the Certificate of Competency should be accompanied by the following documents:
- copy of Certificate of the professional experience in the respective electrical field applied for (if not available in Greek or English Language, a certified translation (e.g. by the Press & Information Office) in either language needs to be submitted);
- copy of University degree or academic title in the respective electrical field applied for (if not available in Greek or English Language, a certified translation in either language needs to be submitted);
- copy of Registration Certificate to the Cyprus Scientific & Technical Chamber’s Registry in the field of Electrical Engineering (applicable only in the case of Electrical Engineers);
- copy of identity card or passport;
- application fee (payable either by cash, check or bank transfer) of:
- € 30,50 in the case of Electrical Engineers;
- € 20,50 in the case of Senior Electrical Technician Engineers;
- € 20,50 in the case of Electrical Installations Contractors;
- € 18,50 in the case of Electrical Equipment and Appliances Maintainers;
- € 6,50 in the case of Wiremen.
The applicants may be requested to pass written examinations organized by the EMS.
The applicants shall have knowledge of Greek language necessary for practicing the profession.
Fees Applicable & How to Pay
Application fees (payable either by cash, check or bank transfer) for the various competence levels are the following:
- € 30,50 in the case of Electrical Engineers;
- € 20,50 in the case of Senior Electrical Technician Engineers;
- € 20,50 in the case of Electrical Installations Contractors;
- € 18,50 in the case of Electrical Equipment and Appliances Maintainers;
- € 6,50 in the case of Wiremen.
Τhe first application for the issuance of the Registration Certificate should be accompanied by 2 identity card photos. The payment fee is € 8.50 (payable either by cash, cheque, or bank transfer).
For the renewal of the Registration Certificate, the application and the payment of the fee (€ 8.50) can be submitted online.
Decision Notification
The applicant is informed regarding the authorisation decision within three months from the date that the application form and supporting documents were duly submitted.
The Registration Certificate is issued within approximately 15 days.
Licence Validity Period
The Certificate of Competency is valid for an unlimited period of time.
The Registration Certificate is valid from the date of issue until the 31st of December of the year issued.
For the renewal of the Registration Certificate, the application and the payment of the fee (€ 8.50) can be submitted online.

How to File an Administrative Action
Administrative Action Against a Competent Authority’s Decision
Any person may file an Administrative Action at the Administrative court against a decision, act or omission of any competent authority or body.
Pursuant to Article 146 of the Constitution, an Administrative Action may be lodged within 75 days from the date of the decision or act or omission or from the day when such decision or act or omission was notified to the applicant.
The Administrative Court acts as a cassation Court and not as a substantive Court. In other words, the Administrative Court may:
I. Dismiss the Administrative Action
II. Annul wholly or partially the contested decision or act
III. Compel the relevant authority or body to take a certain action
After a decision is annulled, the authority and/or public body must reverse things back to the state prior to when the concerned decision and/or act was executed and reexamine.
How to Appeal
Appeal Information
An Appeal may be filed against the Administrative Court’s first-instance decision within a period of 42 days from the date such a decision was given.
At the Supreme Court (Court of Appeal Section) hearing, the contested issue of the appeal remains the legality of the decision or act already adjudicated. However, such a revision of the legality of the decision or act is solely examined on the matters and the extent that the two parties have limited the reasons in the relevant notice of appeal.
The decision adopted by the Supreme Court is considered final in relation to the matter that has been judged.

What are my Obligations
Registered Electrical Engineers, Senior Electrical Technician Engineers, Electrical Installations Contractors, Electrical Equipment and Appliances Maintainers, or Wiremen are obliged to comply with the provisions of the Electricity Law and Regulations, as periodically amended. Their duties and responsibilities are as follows:
- A registered First-Grade Electrical Engineer, is authorized to undertake the responsibility of the preparation of plans and studies, contracting of electrical installations and operation/maintenance of electrical appliances and equipment of any type, of unlimited voltage and power;
- A registered Second-Grade Electrical Engineer, is authorized to undertake the responsibility of the preparation of plans and studies, contracting of electrical installations of low and medium voltage and unlimited power and, the operation/maintenance of electrical appliances and equipment of any type, of unlimited voltage and power;
- A registered Third-Grade Electrical Engineer, is authorized to undertake the responsibility of the preparation of plans and studies, contracting of electrical installations, of low and medium voltage and, the operation/maintenance of electrical appliances and equipment of any type, within the power limits set by the Minister’s of Transport, Communications and Works order;
- A registered Senior Electrical Technician Engineer (Initial Stage or Middle Stage or Last Stage), is authorized to undertake the responsibility of the preparation of plans and studies, contracting of electrical installations, and operation/maintenance of electrical appliances and equipment of low and medium voltage, within the power limits set by the Minister’s of Transport, Communications and Works order;
- A registered Electrical Installations Contractor is authorized to undertake the responsibility of the execution/supervision of the electrical installations of low and medium voltage, within the limits set by the Minister’s of Communications and Works order. In special occasions, EMS may grand to registered Electrical Installations Contractors, with many years of experience and/or special skills, a limited permission for the preparation of plans and studies of low and medium voltage, within the power limits set by the Minister’s of Transport, Communications and Works order;
- A registered First-Grade Electrical Equipment and Appliances Maintainer, is authorized to undertake the responsibility of the operation/maintenance of electrical appliances and equipment of low and medium voltage, within the power limits set by the Minister’s of Transport, Communications and Works order;
- A registered Second-Grade Electrical Equipment and Appliances Maintainer, is authorized to undertake the responsibility of the operation/maintenance of electrical appliances and equipment of low and medium voltage, within the power limits set by the Minister’s of Communication and Works order;
- A registered Wireman, is authorized to undertake the wiring of any electrical installation and is responsible for any work performed by his/her assistants or trainees.
The Department of Electrical and Mechanical Services has the jurisdiction to set limits to the certificates of competency as far as the type, size and way of installing wires, appliances and equipment.
Moreover, EMS has the jurisdiction either under any violation of the Law and regulations or under any court’s decision, to suspend for such a period as it may deem necessary or revoke the certificate of competency of any Electrical Engineer, Senior Electrical Technician Engineer, Electrical Installations Contractor, Electrical Equipment and Appliances Maintainer, or Wireman issued.
No person, whose certificate of competency has been suspended or revoked, shall, during the period of such suspension or revocation, undertake the responsibility or execution of any electrical installation and/or maintenance of electrical equipment and appliances.
