Intra-Community Trade of Animals and Products of Animal Origin

General Information

In order to deal with the intracommunity trade in animals and/or products of animal origin in the Republic of Cyprus, one needs to be registered with the Veterinary Services of the Ministry of Rural Development,  and Environment.

The Veterinary Services grant the certificate to legal entities or natural persons to register under the traders/businesses Register only in cases where:

  • the business operates legally in accordance to the veterinary legislation;
  • owns stores, technical installations, warehouses and other premises which fulfill the specialized provisions of veterinary legislation and are approved or registered based on the veterinary legislation.

  1. The application must be accompanied by the following documents:

    • Copy of approval of operation or registration of the business, which is granted in accordance with the veterinary legislation.

    Inspections at the traders’/business’ premises in question, if judged to be reasonable, are carried out in order to ensure that they fulfill all the required conditions for the registration.

There are no fees applicable.

The applicant is informed regarding the registration decision within three weeks from the date that the application form and supporting documents were duly submitted.

The registration does not need to be renewed.

Administrative Action Against a Competent Authority’s Decision

Any person may file an Administrative Action at the Administrative court against a decision, act or omission of any competent authority or body.

Pursuant to Article 146 of the Constitution, an Administrative Action may be lodged within 75 days from the date of the decision or act or omission or from the day when such decision or act or omission was notified to the applicant.

The Administrative Court acts as a cassation Court and not as a substantive Court. In other words, the Administrative Court may:
I. Dismiss the Administrative Action
II. Annul wholly or partially the contested decision or act
III. Compel the relevant authority or body to take a certain action

After a decision is annulled, the authority and/or public body must reverse things back to the state prior to when the concerned decision and/or act was executed and reexamine.

Appeal Information

An Appeal may be filed against the Administrative Court’s first-instance decision within a period of 42 days from the date such a decision was given.

At the Supreme Court (Court of Appeal Section) hearing, the contested issue of the appeal remains the legality of the decision or act already adjudicated. However, such a revision of the legality of the decision or act is solely examined on the matters and the extent that the two parties have limited the reasons in the relevant notice of appeal.

The decision adopted by the Supreme Court is considered final in relation to the matter that has been judged.

Registered traders of animals and products of animal origin, are obliged among others as per the following:

  • notification of the arrival of animals/products at the Veterinary Services with written notice at least 24 hours before in regards to the number, type, animal species, member state origin, estimated time of arrival and the final destination time;
  • maintenance of certificates for 12 months from the date of the arrival of the animals/products;
  • keeping a register of all the deliveries and receipts of animals/products of animal origin as well as their final destinations for 12 months after the arrival of very lot/batch;
  • keeping a register to record every movement of animals/products of animal origin from and to the company for 12 months,
