Electrical Services Professionals – Temporary

Provision of Electrical Services by Natural Persons - Temporary Cross-Border Provision of Services

For the temporary and occasional provision of electrical services in the Republic of Cyprus, a written declaration must be submitted upon the first movement of the service provider from one Member State to the Republic.

Any natural person who is a Member State citizen of the European Union and is legally established in another Member State (Member State of establishment) as an Electrical Engineer, a Senior Electrical Technician Engineer, an Electrical Installations Contractor, an Electrical Equipment and Appliances Maintainer, or a Wireman is eligible to provide his/her services, temporarily and occasionally, in the Republic of Cyprus after informing the Department of Electrical and Mechanical Services (EMS), of the Ministry of Transport, Communications and Works, for his/her intention to do so.

The eligibility criteria apply only to a natural person who:

  • is established and lawfully pursues his/her profession in an EU Member State;
  • has at least one year of work experience within the last ten years in case the profession is not regulated in the Member State of establishment.

The declaration (in the “Applications & Documents”) regarding the intention to temporarily provide services in the Republic of Cyprus must be submitted either through PSC Cyprus or directly to the Competent Authority:

The declaration must be accompanied by the following documents:

  • copy of proof of nationality;
  • copy of an attestation or a certificate of legal establishment in the Member State of establishment;
  • copy of evidence of professional qualifications;
  • copy of evidence for professional experience (only if the profession is not regulated in the Member State of establishment);
  • * Copy of the certificate of registration in the “Registry of Engineering Services Providers” of the Scientific and Technical Chamber of Cyprus (ETEK) in the field of Electrical Engineering (applies only in the case of Electrical Engineers);
  • Copy of a Clear Criminal Record Certificate.

* In case the service provider is an Electrical Engineer, the above procedure is applied, provided that the interested person has been registered in the “Registry of Engineering Services Providers” of the Scientific and Technical Chamber of Cyprus (ETEK), prior to submitting the declaration. Registered Electrical Engineers, Senior Electrical Technician Engineers, Electrical Installations Contractors, Electrical Equipment and Appliances Maintainers, or Wiremen are obliged to comply with the provisions of the Electricity Law and Regulations, as periodically amended. Their duties and responsibilities are as follows:

  • A registered First-Grade Electrical Engineer, is authorized to undertake the responsibility of the preparation of plans and studies, contracting of electrical installations and operation/maintenance of electrical appliances and equipment of any type, of unlimited voltage and power.
  • A registered Second-Grade Electrical Engineer, is authorized to undertake the responsibility of the preparation of plans and studies, contracting of electrical installations of low and medium voltage and unlimited power and, the operation/maintenance of electrical appliances and equipment of any type, of unlimited voltage and power.
  • A registered Third-Grade Electrical Engineer, is authorized to undertake the responsibility of the preparation of plans and studies, contracting of electrical installations, of low and medium voltage and, the operation/maintenance of electrical appliances and equipment of any type, within the power limits set by the Minister’s of Transport, Communications and Works order.
  • A registered Senior Electrical Technician Engineer (Initial Stage or Middle Stage or Last Stage), is authorized to undertake the responsibility of the preparation of plans and studies, contracting of electrical installations, and operation/maintenance of electrical appliances and equipment of low and medium voltage, within the power limits set by the Minister’s of Transport, Communications and Works order.
  • A registered Electrical Installations Contractor is authorized to undertake the responsibility of the execution/supervision of the electrical installations of low and medium voltage, within the limits set by the Minister’s of Communications and Works order. In special occasions, EMS may grand to registered Electrical Installations Contractors, with many years of experience and/or special skills, a limited permission for the preparation of plans and studies of low and medium voltage, within the power limits set by the Minister’s of Transport, Communications and Works order.
  • A registered First-Grade Electrical Equipment and Appliances Maintainer, is authorized to undertake the responsibility of the operation/maintenance of electrical appliances and equipment of low and medium voltage, within the power limits set by the Minister’s of Transport, Communications and Works order.
  • A registered Second-Grade Electrical Equipment and Appliances Maintainer, is authorized to undertake the responsibility of the operation/maintenance of electrical appliances and equipment of low and medium voltage, within the power limits set by the Minister’s of Communication and Works order.
  • A registered Wireman, is authorized to undertake the wiring of any electrical installation and is responsible for any work performed by his/her assistants or trainees.

Moreover, EMS has the jurisdiction either under any violation of the Law and regulations or under any court’s decision, to suspend for such a period as it may deem necessary or revoke the certificate of competency of any Electrical Engineer, Senior Electrical Technician Engineer, Electrical Installations Contractor, Electrical Equipment and Appliances Maintainer, or Wireman issued.

No person, whose certificate of competency has been suspended or revoked, shall, during the period of such suspension or revocation, undertake the responsibility or execution of any electrical installation and/or maintenance of electrical equipment and appliances.
