Performing Technical Inspection on Vehicles


Description

In order to perform technical inspection/roadworthiness test on Vehicles within a private technical control centre for vehicles in the Republic of Cyprus, one needs to register to the Registry of Technical Control Line Managers for Vehicles and obtain authorisation by the Department of Road Transport, of the Ministry of Transport, Communications and Works.

The Private Technical Control Centres for Vehicles (IKTEO) are technical units established by a natural or legal person with sole purpose to periodically perform roadworthiness tests to motor vehicles and trailers.

Every natural person is eligible to register to the Registry of Technical Control Line Managers for Vehicles, provided that the Department of Road Transport is satisfied that the person:

  • holds a University Degree in Mechanical Engineering and one year experience in automotive engineering or Diploma in Automobile Engineering and one year experience in automotive engineering or Diploma of ATI or equivalent qualification in Mechanical Engineering and two years experience in automotive engineering or Technical School Certificate in automotive engineering and three years experience in automotive engineering or Certificate of Apprenticeship System in Mechanics of Motor Vehicles and five years experience in automotive engineering or Six-year Secondary School Diploma and eight years experience in automotive engineering or Elementary school graduate with at least fifteen years experience in automotive engineering;
  • holds a valid driver’s licence class B;
  • has passed the special examination organised by the Department of Road Transport;
  • has a clear criminal record certificate.

The Application for Authorisation and Registration to the Registry of Technical Control Line Managers for Vehicles can be submitted either through the PSC Cyprus or by contacting directly the competent authority:

The application should be accompanied by the following documents:
  • copy of Degree, Diploma or other Certificate of academic qualifications;
  • copy of evidence of relevant experience in automotive engineering;
  • copy of Certificate of success to the special examinations organised by the Department of Road Transport;
  • copy of Driver’s Licence Class B;
  • original Clear Criminal Record Certificate;
  • two recent pictures of 40*35 cm;
  • application fee of €51,26 (payable either by cash, cheque, visa card or bank transfer).

The applicant is informed regarding the authorisation decision within one month from the date that the application form and supporting documents were duly submitted. Upon approval, the applicant needs to pay to the Department of Road Transport the registration fee of €170,86 (payable either by cash, cheque or bank transfer).

The Certificate of Registration is valid infinitely and does not need to be renewed.

Authorised Technical Control Line Managers for Vehicles Private are obliged to comply with the provisions of the Motor Vehicles (Technical Control and Technical Control Centres) Law of 2007, as periodically amended, and specifically, among others, to:
  • exercise as his/hers main profession the exercise of Technical Control Line Managers for Vehicles not engaged in the importing, repairing, insuring or production or road assistance of vehicles or importing, designing, production, or installation of devices or components and trade of spare parts, or renting of vehicles;
  • complete and sign the successful, or unsuccessfully, form and records the results of the roadworthiness test, upon completion of a roadworthiness test on vehicle (within the same day); thereon, sends to the Department of Road Transport all the necessary data, for the issuance of the Certificate of Roadworthiness, or issues the certificate of unsuccessful roadworthiness test for motor vehicles and their trailers, indicating the necessary repairs and changes to be made, accordingly;
  • attend special training courses, upon request, and subsequent examinations organised by the Department of Road Transport.

The Department of Road Transport supervises the operation of the Licensed Private Technical Control Centres for Vehicles in order to ensure compliance with the provisions of the relevant Laws, Regulations, as well as the terms and conditions of the authorisation. Accordingly the Department of Road Transport may recall the authorisation, delete from the Registry etc.
