Building Permission


In order to build, demolish, construct, extend, amend, repair or convert the use of premises in the Republic of Cyprus, after the obtainment of a town planning permit for the conversion of premises and/or building/construction works, one needs to obtain a building permit by the appropriate local authority depending on the location of the immovable property; the Municipal Council in the case that the immovable property is located within the area of a Municipality, else the District Officer of the District within which the property is located or the Community Council of the Community within which the property is located.

The application for building permit can be submitted by hand either by the owner of the immovable property or an authorised representative to the appropriate local authority depending on the location of the immovable property. The contact details of the local competent authorities are provided in related documents.

The supporting documents may differ in accordance to the local authority within which the immovable property lies and according to the type of construction works. Indicatevely, a list of supporting documents is provided:

  • original and recent two sets of architectural plans signed by the owner of the immovable property and the responsible architect/civil engineer;
  • original and recent two sets of topographical plans signed by the responsible architect/civil engineer;
  • original and recent title of deeds or bank certificate regarding mortgaged property;
  • original town planning permit as issued by the Town Planning authority;
  • original and recent certificate of incorporation of company (in case the applicant is a legal entity);
  • original and recent certificate of registered office address (in case the applicant is a legal entity);
  • original and recent certificate of directors and secretary (in case the applicant is a legal entity);
  • original and recent certificate of shareholders (in case the applicant is a legal entity);
  • original and recent certified copy of memorandum & articles of association (in case the applicant is a legal entity);
  • original and recent proxy statement for the company's representative (in case the applicant is a legal entity);
  • declaration of the responsible architect/civil engineer (see Related documents);
  • Certificate by the Cyprus Scientific and Technical Chamber regarding the architectural works, civil engineering works, and authorisation of responsibility);
  • application fee (payable either by cash or check) depending on the type of development (see Regulation 62 of the Streets and Buildings Regulations in related documents).

In certain cases, the application for building permit may need to be accompanied by specialized studies, such as static study, electrological study, mechanical study, sewage system, or energy performance of buildings.

On site inspections may be carried out in order to inspect the immovable property and the surrounding area. The local authority may need to consult with other Departments or Services, such as the Environmental Services, the Cyprus Fire Service, the Department of Labour Inspection, or the Public Health Services.
